Public Services-Revised Pay Scales, 1999-Sanction of Stagnation increments-OrdersIssued.

Read the following:-

1.G.O.(P) No.114, Finance and Planning(FW:PC-I) Department, dated 11.08.1999.

Order:

1.In the Government order read above, orders were issued revising the pay scales of the State Government employees as recommended by the Pay Revision Commission, 1999 with certain modifications. It was also ordered therein that no stagnation increments shall be allowed in the Revised Pay Scales, 1999 as the Pay Revision Commission, 1999 did not make any observations in this regard. Many Service Associations have been representing for sanction of Stagnation increments beyond the time scale in the Revised Pay Scales, 1999. 

2. The issue has been examined in detail keeping in view that the Revised Pay Scales, 1999 were evolved by the Pay Revision Commission keeping in view 20% of fitment whereas the Government allowed 25% fitment during the deliberations with the Service Associations on the recommendations of the Pay Revision Commission and many of the employees have reached maximum on the date of entering into the Revised Pay Scales, 1999 itself. After careful consideration, Government hereby sanction three Stagnation increments beyond the time scale in the Revised Pay Scales, 1999. These Stagnation increments shall be treated as regular increments for all purposes such as fixation of pay on promotion/Automatic Advancement Scheme, Pension etc. 

3. These orders will come into force from 1.7.1998 with monetary benefit from 1.4.1999.
